Understand the residential EPC
The residential EPC distinguishes energy performance from thermal insulation. The published scale runs from A+ to I. A qualified professional must prepare the certificate; an online questionnaire cannot assign an official class.
EPBD: European objectives and national rules
The EPBD distinguishes a national trajectory for reducing average residential energy use from national non-residential thresholds. It does not require class E in 2030 then D in 2033 for every dwelling. Check the Luxembourg rules applicable to the building.
